Dubious at best.
Dubious agency. I would'nt trust an agency that started out illegaly operating out of a residential basement appartment. I should know, I now live in that appartment and get a bunch of weird people knocking at my door early in the mornings. If this is how they manage their business, I can only imagine how they'll manage your carreer.
